If you daffodils still have green living leaves, don't cover them up! They are busy photosynthesizing energy to make next year's flowers! If you cover them up - you'll end up with few or no flowers next year - just leaves.
The bushes - cover any exposed dirt with a couple inches of mulch. It helps keep weeds down, and retain moisture in the soil. Keep the mulch a few inches from the woody stems - you don't want a dark moist place right up next to the bark where critters %26amp; fungi may hang out. The bark needs air.

Yes, but only about three inches deep. Pull it away from the stems.
